Yeah, I always check the source file and it's always updated but won't update on the page.
I cleared the browser data/cache (which I probably should have done earlier) and it totally fixed the problem.
I am really struggling with the design because whenever I have refreshed the localhost webpage in the browser, the design changes do not seem to have been applied.
In Chrome and Firefox for Mac: Hold down both ⌘ Cmd ⇧ Shift and press R. If that solves the stale-file issue, then you're just experiencing non-refreshing files.
I had this issue, I was scratching my head for the best part of two days.
I'm wondering if it's an issue with cookies (which I haven't had in the past). You could test by creating a new page on localhost and see if it works.
If so, then check that any pages you're changing on localhost are actually being updated (check the file modified times and close/reload the source to see if the changes are actually there).

Everything is working fine, i've made a new folder in the root and stored all my php files and a css file in there. I had some headaches to understand why I refreshed my pages and nothing changed !
However, for the first time ever (I've worked on/off with XAMPP for 2 years for college courses) the changes I make to my stylesheet aren't showing up in my files.

Chromium does not make a new query even with question mark. check out the CSS Cache Buster plugin - this automatically adds a random number to the style sheet url, much like the answer from loler.
